Usually, being told twice is one time too many. At least that's what I've said to my young daughters, although in their case being told twice is unfortunately normal. The signs here are aimed mostly at adults not just children, either to inform, to warn or to order, so it appears that the need to be told twice (or at least twice - the last three images show three signs) continues beyond childhood. There are of course other reasons for multiple instances of the same message being displayed in the same place, eg: - practical reasons could require dual-signage to ensure that at least one of the signs is visible - different agencies operating at the same place/site have their own official signs to put across the same message - old messages are sometimes left in place after new ones are created - organisations seem to like symmetry - rules are rules which must be followed, especially in such a litigious society.
